The goal of the newcity is to establish Hangzhou as a center of mind sports and related industries at the Chinese and world level. The new city is located in Liangzhu New City in the north of Hangzhou, where the project site is a long and narrow urban enclave where the various urban functional groups are separated from each other. Through a three-dimensional urban platform, we organically link the divided city into a pedestrian-friendly community. The main functions of the entire new city consist of an indoor 10,000-person gaming arena, gaming-related elementary school, middle schools, vocational schools, commercial complexes and residential areas, gathering intellectual sports professionals. Based on the cultivation of intellectual sports talents in schools and the organization of world-class e-sports tournaments, the Smart New City will be well-known.

这个新城的设计目标是希望将杭州塑造成中国乃至世界级别的智力运动及其相关产业集聚中心。这个新城主要位于杭州北部的良渚新城，项目的场地现状是一个狭长带状城市飞地，各个城市功能组团在此处是割裂的。我们通过立体的城市平台将割裂的城市有机的联系成一个对行人友好的社区，整个新城主要功能由室内万人电竞场馆、电竞相关的小学，中学，职业学校、商业综合体和住宅区构成，集聚智力运动专业人才。基于学校智力运动的人才培养和组织世界级的电竞比赛，打响智运新城知名度。
